The Prize in Category 3 - Dedicated Service has been awarded to Stichting Stadsherstel Hoorn in The Netherlands. This private foundation was set up in 1972 to oppose the proposed pulling down and redevelopment of parts of the historic centre of the city of Hoorn , one of the founding cities of the Dutch East Indies Company. Run by volunteers, it has acquired buildings and ensembles for over 35 years, conserving and transforming them. Projects have ranged from social housing complexes to townhouses, and from warehouses to a chapel. Also the approach varied from pure conservation to insertion of sensitively designed new buildings when it appears impossible to save the historic entities. Spread around Hoorn , the projects contributed not only to the fate of the respective buildings, but were of great importance to the safeguard of the inner city urban fabric.
The work of Stichting Stadsherstel Hoorn is a highly appreciated example of civil society's involvement in the safeguard of Europe 's historic city centres and of the importance of volunteers.

Le Prix de la Catégorie 3 - Contribution exemplaire a été décerné à la Stichting Stadsherstel Hoorn aux Pays-Bas. Cette fondation privée a été créée en 1972 pour faire opposition au projet de démolition et de réaménagement de certaines parties du centre historique de la ville de Hoorn, l'une des villes fondatrices de la Compagnie néerlandaise des Indes orientales. Gérée par des bénévoles, elle a acquis des bâtiments et des ensembles depuis plus de 35 ans, assurant leur sauvegarde et les transformant. Cette entreprise a concerné des complexes de logements sociaux comme des maisons de maîtres, des entrepôts comme une église. Par ailleurs, l’approche ne s’est pas limitée à la seule conservation, il a été procédé à l’insertion de nouveaux bâtiments de conception subtile lorsqu'il s'avérait impossible de sauver des entités historiques. Étalés autour de Hoorn, les projets n'ont pas seulement contribué à rétablir le sort des édifices respectifs, ils ont également été d'une grande importance pour sauvegarder le tissu urbain du cœur de la ville.
L’œuvre de la Stichting Stadsherstel Hoorn est un exemple tenu en haute estime de l’implication de la société civile dans la préservation des centres historiques des villes européennes et de l’importance des bénévoles.
