Europa Nostra endeavours to mobilise public opinion in defence of serious
and urgent threats to heritage, and to influence relevant policy-makers,
at national or European level. This is done through Declarations, Resolutions
and Executive Presidential letters, as well as by other forms of policy
papers and statements.
"Cultural Heritage Counts for Europe" -
Europa Nostra Position Paper to the European Union Institutions
This paper serves as Europa Nostra’s contribution to the current debate on the EU’s future strategy and action for culture and cultural heritage. It was adopted by the Europa Nostra Council
at its meeting on 2 June 2005 in Bergen, Norway and was presented to the European Parliament Committee on Culture and Education on 16 June.

Declarations
Usually prepared to cover issues of a strategic or long-term nature, which
are of general relevance to many countries. By the adoption of a Declaration,
Europa Nostra seeks to lead public opinion and influence policy makers.

Resolutions
Normally drafted in response to an urgent need to inhibit unsuitable development
or action, which endangers a site of outstanding architectural, natural
or historic interest, usually of European significance. Such resolutions
are addressed to the relevant national, regional or local governments
and organisations.
Letters
In some cases of extreme urgency, and on the advice of the Management
Committee, the Executive President is authorised to write on behalf of
the organisation. This approach is also used where emphasis to an earlier
resolution is required.
