Declaration of Alghero (1998)

  • On the Protection and Enhancement of Cultural Heritage on the Island of Sardinia

On the occasion of its Autumn Conference in Sardinia, Europa Nostra noted that, whilst until recently development pressures have clearly been less great than in some other Islands and coastal areas in the Mediterranean, they have new been rapidly increasing. Europa Nostra therefore decided to draw especially to the attention of the authorities a number of specific needs concerning Sardinia.

 

Declaration of Madrid (1997)

  • On the Urbanisation of Europe

Since the 2nd World War there has been a rapid economic development in Europe and land-use restrictions were not always implemented as they might have slowed down recovery. At present the countryside in European countries is more and more threatened by new i11-considered building developments whilst the built heritage is undergoing a process of degradation through lack of maintenance. In April, at its Madrid meetings, Europa Nostra invited the Governments of the European countries to review radically their land-use legislation and to give much higher priority to renovation, rather than allowing the building sector to promote new construction. The institutions of the European Union and the Council of Europe were invited to encourage architects, builders and associations to reflect on how the promotion of intelligent restoration and sympathetic adaptation could be furthered.

 

Declaration of Thessaloniki (1997)

  • On the Protection of Historic Monuments in Private Ownership When They Are Changing Hands

Although many European historic monuments are subject to private property regulations there are still gaps in the relevant legislation with regard to what happens when these monuments are handed over, e.g. by inheritance, by public sale, or by judicial seizure. To protect the integrity of this heritage Europa Nostra asked the national legislators to take appropriate action to secure the original character of the properties, to maintain them and avoid disintegration.
