Europa Nostra endorses UNESCO Recommendation on the Historic Urban Landscape on its 10th Anniversary

On the occasion of the 10th Anniversary of the UNESCO Recommendation on the Historic Urban Landscape (HUL), Europa Nostra expresses its strong endorsement of the vital work carried out by UNESCO to ensure sustainable and inclusive management of historic urban landscapes across the globe. During a virtual event marking the decennial of the Recommendation held on 23 June, Europa Nostra’s Secretary General Sneška Quaedvlieg-Mihailovic conveyed a powerful video message advocating for the importance of the Recommendation at European and global levels. Europa Nostra has also joined the Call for Action launched on the same day by UNESCO to raise awareness of the Recommendation and to accelerate inclusive urban and heritage management through HUL.

 

The 2011 UNESCO Recommendation on the Historic Urban Landscape promotes an inclusive heritage-management approach in order to reconcile heritage conservation and urban development. It provides a framework for sustainable, liveable cities and proposes concrete tools to deliver on this vision. The HUL Recommendation calls for the involvement of diverse stakeholders – including local, regional, national, international, public and private actors – in the urban development process. It also promotes the use of knowledge and planning tools that help protect the integrity and authenticity of the natural, cultural and social attributes of urban heritage, as well as the adoption of appropriate regulatory systems and financial tools.

The HUL Anniversary Event organised by the UNESCO on 23-24 June aimed to serve as a catalyst for greater adoptions of the HUL approach as well as a platform to share lessons learned from the COVID-19 pandemic and to resume discussions on the future of urban management. On this occasion, Sneška Quaedvlieg-Mihailovic conveyed a supportive video message highlighting the importance of the HUL Recommendation and its potential to serve as an inspiration for the New European Bauhaus initiative promoted by the European Union, of which Europa Nostra is an official partner.

We applaud the UNESCO Recommendation on the Historic Urban Landscape and fully support the related Call for Action launched on the occasion of the 10th Anniversary of this key policy document. We are delighted that this anniversary and Call for Action coincides with Europe’s major mobilisation for improving the quality of our living environment, among others through the New European Bauhaus initiative and through the Davos Process promoting the principles of High-Quality Baukultur.
